दर्ज की गई है, वही मोटे अनाजों के उत्पादन में कमी आई है। इसके प्रमुख कारण निम्नलिखित हैं-
1-चावल व गेहूं प्रमुख खाद्यान्न फसलें हैं, अतः इसके उत्पादन पर अधिक जोर दिया गया
2-फसल उत्पादन आज एक व्यवसाय बन चुका है, इस कारण किसान उन्हीं फसलों को प्राथमिकता देते हैं, जिसमें अधिक लाभ मिल सके
3-बढ़ती जनसंख्या की खाद्यान्न आवश्यकताओं की पूर्ति हेतु सरकार ने भी हरित क्रांति के लिए गेहूं व चावल के उत्पादन पर अधिक जोर दिया
4-मोटे अनाज गरीब लोग उपयोग करते हैं, अतः बाजार में इनका उचित मूल्य प्राप्त नहीं होता है और इन्हें उत्पादित करने वालों को लाभ नहीं होता |
5-सरकार द्वारा इन अनाजों के उत्पादन हेतु कोई प्रोत्साहन नहीं दिया गया |

उत्तर-सन 1861 ई. तक रूस में कृषकों अर्धदास के रूप में रखा गया था किसान जमीन से बंधे थे और वे बिना भू-स्वामियों की आज्ञा से दूसरे काम धंधे नहीं कर सकते थे या गांव छोड़कर नहीं जा सकते थे। सन 1861 ई. में जार की घोषणा के बाद किसानों को इस प्रथा से मुक्ति तो मिले मगर, तब भी जमीन भू-स्वामियों के पास ही थी और किसानों को यह जमीन ऊंचे किराए पर मिलती थी |जार की पहल पर भू-स्वामियों ने कुछ जमीन किसानों को दी मगर उसके लिए किसानों को बहुत बड़ी कीमत चुकानी पड़ी | शासन की ओर से यह रकम भू-स्वामियों को चुकाई गई और किसानों को इसे किश्तों में पटाना था! जब तक वे इसे पटा नहीं देते, उन्हें गांव छोड़कर जाने की अनुमति नहीं थी! सन 1917 ई. तक कई पीढ़ियां बीतने पर भी किसान यह ऋण चुकाते रहे |कुल मिलाकर 1861 के सुधारों से भू-स्वामी ही लाभान्वित हुए और किसान कानूनी रूप से आजाद तो हुए मगर आर्थिक रूप से और बुरे हालातों में फंसे फंस गए! कई किसान उद्योगों में मजदूरी करने शहरों में चले गए और कई किसान जार की सेना में भर्ती हो गए! अक्टूबर क्रांति (1917) के बाद लेनिन ने जमीन संबंधी ऐलान किया, जिसमें भू-स्वामियों की जमीन का राष्ट्रीयकरण और किसानों को जमीन वितरण का ऐलान किया गया! हर गांव के गरीब किसानों की समितियों को वहां के भू-स्वामियों की जमीन को आपस में बांटने का अधिकार दिया गया! 1917 के बाद भू-स्वामियों की जमीन किसानों के बीच वितरित होने से अधिकांश कृषक मध्यम दर्जे के किसान बन गये और कुछ बड़े किसान भी थे। लेकिन खेती के तरीके अभीभी पारंपरिक थे और उत्पादन कम था |इस बात को देखते हुए स्टालिन ने कृषि क्षेत्र में भारी बदलाव लाने की पहल की। इसके तहत किसानों को कहा गया कि वे अपने अपने खेतों को मिलाकर विशाल सामूहिक फार्म बनाए ताकि बड़े पैमाने में खेती की जा सके और खेतों में मशीनों व अन्य आधुनिक तरीकों का उपयोग किया जा सके! छोटे व मध्यम किसान इसके लिए तैयार हुए मगर ज्यादातर बड़े किसान और मध्यम किसानों ने इसका विरोध किया विरोध करने वालों पर जोर जबरदस्ती की गई और वे लाखों की संख्या में गिरफ्तार किए गए,काला पानीभेजे गए या मार डाले गए |

उसने अपना घर श्रणाधार के रूप में बैंक के पास बंधक बनाया |जब श्याम की दुकान दो महीने बाद अच्छी चलने लगी तो उसने ऋण की किस्त ₹10000 प्रतिमाह देना आरंभ किया, धीरे-धीरे उसकी दुकान अच्छी चलने
लगी और 3 वर्ष में श्याम ने अपना पूरा ऋण चुका दिया तथा घर भी छुड़ा लिया |इस प्रकार ऋण ने श्याम की आय बढ़ाने में सहायता की गांव में छोटे मोटे किसानों के पास औपचारिक क्षेत्र से ऋण प्राप्त करने के लिए साख
